Decapitated Trees?

I see this everyday on the way to work; decapitated trees! In God's name why? This area used to be filled with cement houses. They were smashed to rubble during the summer. The land was cleared and large dirt mounds built. Then these headless trees were planted. I'm told that next summer, they will be absolutely beautiful. It is hard to imagine that right now. They look pathetic!
